class ToolRow(binding: str, group: str, digest: str, platforms: Mapping[str, str] = _EMPTY)

One tool entry add, lock, update, or remove reports.

All four emit the same bare array — effectively “the lock entries that changed”, not a per-command envelope. remove reports an empty one.
